on submitting his own immigration plan to give bipartisan talks a chance to succeed. >> if congress is unable to move forward in a timely fashion, i will send up a bill based op my proposal. and insist they vote on it right away. >> that promise to wait until congress goes first is shattered with the republicans furious over a leaked draft over a white house plan on immigration in "usa today." >> leaks don't happen in washington by accident. this raises the question that many of us continue to wonder about. does the president really want a result? or does he want another to beat up republicans? >> white house officials insist they had nothing to do with leaking the draft, details mirror what the president talked about in vegas. including an eight-year path to citizenship for the 11 million people living in the u.s. illegally. plus quicker path to citizenship as short as two years for illegal imfronts who came to america as children, the so-called dreamers.

sequestration. talk about how likely this is and what do we mean with the political strategist tip joe trippi and karl rove. first, talk about what the democrats are talking about. the senate democrats are talking about replacing the sequester. we don't have a white house plan per se but senate democrats have something. >> sequester is $85 billion in cuts. the senate plan, the balance plan they call it would end up with $110 billion in revenue and cuts to replace it. most would be the buffett rule. $53 billion would come from taxing higher income folks to make sure they don't go underneath -- pay less than the middle class families do. then you have $2 billion more in revenue that is really eliminating the loopholes and other things. the $55 billion in spending cuts, $27.5 billion comes from

the military. comecomes from defense cuts. $27.5 billion comes from farm subsidy. there is $55 billion in cuts to replace from the senate plan. >> there is some question whether it could pass the senate. the republicans wonder if this is a gamut without the vote to pass. >> bret: it has no chance in the house. >> it willle in the senate. this is why they didn't bring it up for a vet. there are democrats that are acceptty call of the buffet rule -- skeptical. they already interested lack

of interest in buffett rule. >> bret: republicans, what are they saying? they have sequestration bill with $300 billion in targeted cuts. it would help us avoid the $85 billion sequestration but would allow to us avoid cuts in the future. most of them are drawn by any waste and duplication. they take job training program and put it together to reduce the cost. they have rule making to expand food stamps. you can get food stamps if you get $1 in utility assistance. >> it doesn't have increase taxes. >> there is a balanced approach to say $2.50 in spending cuts for every dollar in revenue. in january he got $600 billion in re-knew translating to

$1.5 trillion in cuts to match balanced proposal. what is interesting is the democrats say what we mean by balance is not $2.50 of cuts. dollar and new spending for every in cut. >> the senate plan is a dollar in cuts. it matches that. >> it is important that people know when you hear this is massive across-the-board cut this is cutting gross. the pentagon budget would grow by $10.5 in the next decade to 19.4% by the budget this year. you get to a baseline budgeting that we talk about. people don't us it. you are cutting the rate of growth, not cutting, cutting. >> this is what the cbo says it will look like.

spending even with the sequestration which is $1.2 trillion in spending restraint in the next decade the spend willing go to 5.9 billion. so we will grow the revenues by $2.1 trillion but we will grow spending by $2.4 trillion. wen the sequest tration cut and the budget deal that cuts $1.2 trillion in the next decade. it is 2.4% of the overall federal budget. two-third of the budget is mandatory on auto pilot. we cut one-third that is discretionary spending. >> this is going to happen. >> this doesn't seem like a way to be prevented before march 1. how does this fall out? it kicks in and some are furloughed.

you see pain and stories. how does this play? >> this is going to happen. the signs are that we will have sequestration. i don't see the votes there on either side to put it together. there will be a blame game here. both sides set up on that as well. even though the cuts are small they have a job impact. they will be districts out there that are hurt by this. somebody will pay the price. they will blame the member and the defense district. this will have ramifications for two years from now. >> bret: be clear. it was the white house idea to come up with this trigger. the sequestration, so bad that the super committee had to act

to come up with something they could agree on and finally congress did vote. the republicans and the democrats both voted on the plan with the sequestration. multiple blame to go around. >> right. >> the republicans have vulnerability on this. unless they take action and give the president flexibility to move around. this is true with the defense budget. there are accounts in the defense budget with a spend-out. some have a short time frame. the problem for democrats and republicans for the president is the democrats deny that we have a spending problem. the fox poll had 83% of the american people in the survey saying we have a spending problem. the administration and the democrats in congress, nancy

pelosi and harry reid and the president himself have all said in the last few days we don't have a spending problem. this will hurt in places. at the end of the day it's unclear how much people will blame the president or the republicans for what. they think we have a spending problem. >> great thing about everybody wants, thinks ve a revenue problem. spending problem. this is great until it's their thing that got cut. my job or my social security or medicare or whatever the cut is. everybody thinking we have a spending problem until it happens. the cuts come and price to play and then we blame somebody. there is blame on both sides but that is the politics. >> bret: does it happen? >> i think there will be -- we

and syndicated columnist charles krauthammer. steve, a lot of talk about it. what do you think the meaning of the leak? white house says it's not behind it but mostly leaks happen for a reason. >> fascinating to see the leak and quickness where the rubio people responded with the statement. they wanted to make clear this would haven't legs with republicans, in the senate. the rubio people had a quick statement right away. i think the question is that, rand paul raises is a serious one. does the president want immigration reform? if he does this is an odd way to show it. the white house suggested they didn't have anything to do with the leak. the more that the president is involved at this point, the less likely it is that there will be a big immigration deal. there were discussions between republicans and democrat in

the senate. they came out with a framework. this is vague. they came out with what was a framework that had some buy-in from conservatives and skepticism from other conservatives. the more he tries to pull the package to the left, the less likely is it there will be any comprehensive immigration reform soon. >> bret: juan, there were positive signals coming from the gang of eight. saying they were make progress gress. then the story came out and one side got upset about it, that the story was out. david axelrod was out on msnbc and here is what he said to say about it. >> i think the president's plan is up to support what they come up with but he said there needs to be a comprehensive plan. working on a backup plan. the mistake is disseminate it widely within the administration it got leaked. i'm sure if they could they would take it back. >> bret: i can't get used to him without the mustache. but besides that, they would

take it back. what about it? >> apparently last wednesday when the president met with four of the members at the white house, that is when it was sent out for agencies to have a look. that is the leak. you can buy it or not but it make sense. the second part that surprises me is the reaction from senator rubio. this is not a radical left wing document. eight years for pathway to citizenship. they have to have that in the bill if it will be passed. i don't think the democrats will buy in to something without a pathway to citize citizenship. it requires back taxes, no criminals, none and the eight-year wait as i said for a green card. to my mind it didn't seem like a radical document. the big misstep here is president obama remanes a highly polarizing figure. it invites the kind of thought

that steve expressed does he want a plan or just beat up on the republics if they don't have a plan by the spring, deadline? >> you have a different take. >> this is something of a distraction, because the thing i think a lot of people don't realize is that the president's bill and the bill from the senate, the rubio bill have instant legalization. under the senate, rubio bill, illegal aliens on day one on the day the bill is signed get provisional statist us the. they are legal and can stay in country for the rest of their lives and work legally. out of the shadows and even go abroad and come back. that happens on day one. so what is the incentive of any enforcement? very little. the only difference between the president's proposal and the rubio senate one, or the rubio senate you then have to show enforcement after that if

you want a green card or citizenship. with obama it's a joke. you get provisional status legalization on day one. no matter what happens at the border you can proceed eight years to green card and citizenship. you are on a path to become citizen inexorably. but in rubio bill people don't understand you get amnesty on day one. that is a disincentive to real enforcement. it's a problem that the republicans haven't really faced. >> bret: so where do you think the solution is here? if there is this momentum, that is real on capitol hill and republican sense they need to do this electorally they need to do it. for the issue of 11 million illegal immigrants in the country they need to do it. where do you think the solution lies? if it doesn't lie with this. >> it won't lie with the

president's bill, because it's unnecessary. there were enough republicans who are panicked over election rums of last year -- results of last year they will kay and go for instant legalization bill. which is the rubio senate bill. it is a bad idea. you should do enforcement first guarantee legalization, green card, citizenship afterwards. otherwise, that is not going to happen. there is nobody who supports that right now. otherwise there is a replay of 1986 where villaraigosa legalized 3 million illegal immigrants and no enforcement. >> quickly, enforcement -- if we now have a record number of agents on the border we have electronic surveillance, we have a wall. i think we have -- if you look at the migration estimate more people are leaving right now than are coming in. >> we don't have a wall. >> we have some -- not a pleat wall. i have seen the wall with my eyes, so i know we have a wall.

>> bret: partially. >> a fraction of a fraction. typical -- excuse me -- liberal argument about input. who cares how much is spent? who cares how many agents are on the boarder? what matters is the output. the result. >> look at the migration numbers. >> well, that -- >> bret: -- [ overtalk ] >> that is it. it's not a wave of immigrants crossing our border anymore. that is just not happening. >> when the united states emerges out of the recession, you are going to have a repeat exactly as happened after 1986. we are a magnet. unless you measure how much illegal immigration is reduced you have done nothing. >> we have a magnet in terms of people who come here an overstay their visas, they come by airplanes. >> you have to stop them every which way. >> so let's do that. not make imaginary problem in order to force legitimate effort at passing immigration. >> bret: juan, you talk to -- >> it's not imaginary -- >> if you talk to people along
